On April 20, 2026, Winnipeg 420 will gather at the Manitoba Legislative Building in Winnipeg to raise awareness about one of the last missing pieces of cannabis legalization in Manitoba: the need for legal cannabis consumption spaces. While cannabis has been legal in Canada since the passage of the Cannabis Act, many adults still have no legal place to consume it. This is especially true for renters, people living in apartments or public housing, and visitors.
The result is an uneven system where some Canadians can legally consume at home, while others have nowhere lawful to do so. Winnipeg 420 believes this gap in policy perpetuates stigma and inequality, and that legalization should apply fairly to all adults.
A key argument for cannabis consumption spaces is basic equality. Homeowners may have private spaces, but renters often face strict building policies that prohibit use. Visitors to Manitoba also lack legal places to consume. Without designated spaces, legalization benefits some while leaving others behind.
Modern cannabis use is also evolving. Many consumers rely on dry herb vaporizers and other harm reduction tools, which produce fewer harmful byproducts. Public consumption spaces could promote responsible use, encouraging non-combustion methods and providing a safe environment for all. Instead of pushing use into hidden corners, licensed spaces allow cannabis to be used transparently and responsibly—just like alcohol in licensed venues.
Beyond equity and health, there’s also an economic opportunity. Cannabis tourism is growing globally. As more jurisdictions embrace legal spaces, visitors come seeking safe, social consumption environments. Winnipeg, as a cultural hub, stands to benefit from cannabis tourism, attracting new visitors, creating business opportunities, and supporting small enterprises.
Winnipeg 420 is about finishing the work of legalization. Cannabis policy is still evolving, just as alcohol policy did decades ago. By gathering at the Legislature, we bring the conversation directly to decision-makers, asking them to allow safe, regulated cannabis consumption spaces—spaces that ensure equality, encourage responsible use, and fuel a growing economy.
Finally, this event is also a community effort. We’re partnering with Harvest Manitoba, inviting attendees to bring non-perishable food items to support those in need. In exchange, you’ll receive a free ticket for our prize draw. This is activism paired with giving back to our community.
